[WinMac] Troublesome Keyboard Characters

I am authoring cross-platform technical databases using FileMaker Pro on the
Mac. Two Mac symbols will not reproduce on the Windows side and I am
looking for a fix. Using a quotation mark for inches and using the
less-than-or-equal-to symbol produces some interesting mystery characters
when viewed on the Windows side. The fix has to use standard keyboard
characters readily available on both platforms without the need for special
fonts. Any ideas??
