    Does it not tell the user when they DO log in that the password is expired
    and needs to be changed?

    If you tell windows to require the user to change password on next login it
    does work that way. If the password is required to change, it may not
    proactively warn them, but it should at least prompt them when it is expired
    to change it. We do not enforce that here so I have not seen it happen. I
    will have to look into it some more...
