If this happens even in safe mode, generally you're hosed, UNLESS you're
lucky enough to have a video driver with a separate instaler package
(like some ATI cards, ime) so you don't have to install via the control
panel.
Try doing it via 'Add New Hardware' using the new drivers and the 'Have
Disk' option, don't let windows go looking though.
You can try deleting the video card in System Properties and rebooting,
if you feel like playing plug'n'pray, that gets around the control panel
as well.
This _could_ possibly be some sort of Policy thing, but I don't know
about that.
Otherwise you're looking at a re-install, and wishing that Win95/98 had
a 're-install all components' option like Win 3.11 did. Many companies
restore cd's offer this as a function though so try that first.
