I think you need to read the documentation for Nero. The feature list
includes Bootable CD support so the documentation should explain it.

I can tell you that when Easy CD makes a bootable CD from a floppy, it
creates 2 files BOOTIMG.BIN, which is a disk image of the floppy, and
BOOTCAT.BIN, which I assume is something which points the BIOS to the image
file. You add the rest of what you want to the "project" then tell Easy CD
to burn it all to disk. By default the format is ISO9660 but you could
probably make it Joliet, I've never tried. You can leave the disk open for
other sessions if you want.
